FBI探员西恩（约翰屈伏塔 饰，“法网边缘”）追捕恐怖杀手凯斯特（尼可拉斯凯吉 饰，“8?米”）长达8年之久，凯斯特曾杀害他的儿子，两人因此结下了不共戴天之仇。
一次，为了调查致命炸弹的放置地点，西恩自愿取下自己的脸皮，换上昏迷中凯斯特的脸，混入监狱与其匪党搭上线，以套出炸弹的放置地点。但是没想到，清醒后的凯斯特也换上了西恩的脸，摇身一变为FBI探员，使西恩的家庭与事业陷入了危机……一场正邪两方的激战于是点燃！
讽刺的是，两人彷陷在敌人的身体中，他们要如何挽回自己的“脸”呢？
此片最值得一提的，是香港大导演吴宇森（“断箭”、“终极标靶”）的执导功力，他将暴力画面处理的如诗一般美丽，同时他所著名的慢动作镜头，在此也发挥得淋漓尽致。
